The program assists local systems with the design and implementation of programs that meet state and local needs and support school improvement strategies. The programs primary goal is to achieve measurable results. To achieve positive results the Comprehensive Health Program will:

Base programs on a thorough assessment of objective data about the drug and violence problems in the schools and communities service.
With the assistance of local or regional advisory council establish a set of measurable goals and objectives.
Design and implement its programs based of research that provide evidence of effectiveness.

Evaluate its programs periodically to assess its programs toward achieving its goals and objectives, and use its evaluation results to refine, improve, and strengthen its programs.
